Employment Support Scheme (ESS) - 2nd Tranche

The “Employment Support Scheme” (ESS) Secretariat will accept applications for the second tranche of wage subsidies starting from 31 August until 13 September 2020.

Same as Tranche 1, employers can choose any one month between December 2019 and March 2020 as the "specified month".

Based on 50% of actual wages, the Government will pay to each “regular employee” in the “specified month”. Wage cap at $18,000 per month (max. subsidy per employee at $9,000 per month).

Distance Business Programme

The Distance Business Programme under the Anti-epidemic Fund of the Government will offer funding ceiling up to $100,000 for each IT solution and the relevant training expenses for the employees.  Each enterprise may receive total funding of up to $300,000 to undertake a project to be completed within six months.

​Step One: For Service Providers

The Programme will accept applications from IT service providers to enrol for the IT Service Providers Reference List.

4 May – IT service providers can start to enroll for the Reference List


15 May – First batch of service providers will be available on the Programme website

*The Service Providers Reference List will be updated regularly thereafter.

Step Two: For Enterprises

18 May – The Programme will be open for funding applications.

Subsidy Schemes under Anti-epidemic Fund​

To provide relief to retailers to help tide them over their financial difficulties during this challenging time, the Government will launch the Retail Sector Subsidy Scheme (the Scheme) under the Anti-epidemic Fund (the Fund) on March 23 (Monday):

  • Application for the Food Licence Holders Subsidy Scheme under the Anti-Epidemic Fund - A one-off subsidy of $200,000 will be provided to eligible licence holders of the premises in operation including general restaurants, marine restaurants and factory canteens; and a subsidy of $80,000 will be provided to eligible licence holders of the premises in operation including light refreshment restaurants, fresh provision shops, food factories, bakeries and siu mei and lo mei shops. (Details >)

“Series of measures to support individuals and businesses affected by the novel Coronavirus epidemic” Booklet

僱員再培訓局 「特別・愛增值」計劃

僱員再培訓局 (ERB) 於2019年10月起推出「特別・愛增值」計劃,協助近期失業或就業不足人士提升技能及自我增值,以期盡快重投職場。

 

參加者無指定行業或學歷限制,學費全免,並提供特別津貼,每名學員每月最高津貼額為$5,800。完成課程並符合相關課程畢業要求的學員可獲發證書。

Working Family Allowance

Application for Working Family Allowance (WFA) is on a household basis (including singleton households). Under the WFA Scheme, a household meeting the working hour requirements, income and asset limits may apply for a Basic Allowance, Medium Allowance or Higher Allowance. Each eligible child may also be eligible for a Child Allowance. Depending on the household income, the allowances may be granted at full rate, ¾ rate or half rate.

Special 100% Loan Guarantee to Receive Applications

Following a wave of similar statements by overseas agencies, the Hong Kong Competition Commission has today published a statement on the Covid-19 outbreak available here.

The Special 100% Loan Guarantee under the SME Financing Guarantee Scheme (SFGS) starts receiving applications from 20 April 2020 (Monday). The application period will last for one year.

The maximum loan amount per enterprise is HK$4 million and enterprises may also apply for an optional principal moratorium for the first 12 months.

Enterprise should contact the participating lenders to apply for the loan or credit facility.

如果員工不幸染病被強制隔離,扣薪是否合法?

符合資格 可獲4/5工資

參考政府2月8日的新聞公報,政府在有關人士強制家居或其他住所檢疫14天的安排,如僱員被生主任要求或命令接受檢疫,生主任會向該僱員發出醫生證明書。假若僱主收到僱員提交的醫生證明書,僱主必須要根據《僱傭條例》或僱員的僱傭合約,向僱員發放病假。僱員病假是否有薪要視乎以下條件:

僱員能出示適當的註冊中醫、註冊西醫或註冊牙醫的醫生證明書;

放取的病假不少於連續4天;

僱員已累積足夠的有薪病假日數。

如僱員符合資格,可獲取相等於僱員每日平均工資的4/5,假如僱員不符合資格,便不可獲取有薪病假,缺勤日子可按值扣除,但僱主也可體恤和諒解有關僱員的情況而發放有薪病假。

Blue is offering HK$100 Million Free

Life Insurance Protection to Hong Kong

Blue, Hong Kong’s first digital life insurer, has announced a project themed “Revitalising Hope” to support the Hong Kong community amid the COVID-19 pandemic. The project will offer free life insurance protection coverage totaling HK$100 million to individuals who are or were in the industries hit hardest by COVID-19. The industries include travel and hospitality, retail and food & beverage, as well as arts and recreation.

The project is now open for applications, which offers free “WeCare Term Life Protection Plan 1” with benefit term of 1 year and a sum assured of HK$250,000 to each of the eligible applicants. The project quota is 400.
